No sunscreen does not prevent tanning. it just blocks the rays PARTIALLY so that your face does not develop dark spots or start ageing early. and yeah it prevents sunburns too. specially spf 50-90.

Sunscreen and sunblocks prevent cell damage caused by exposure to UV radiation. They significantly reduce the risk of skin cancer, as well as prevent early aging of the skin such as wrinkles, dark spots, and poor texture. Tanning is a reaction of the skin to UV damage. A good sunscreen as well as other protection (hats, long sleeves, etc.) will prevent most tanning as it prevents sun damage.
