YES! Especially cheaper brands (not that I don't love an inexpensive polish) but sinful colors, Sally Hansen, even Essie tend to get thick and streaky. :(

YES!! MY MOM HOARDS NAIL POLISH lol she has nail polish from the 80's and it's all goopy and liquidly. Like there's a thin layer of oil above the nail polish
