Online Lit Cosmetics and OCC Cosmetics are the two that immediately come to mind. Not exactly cheap, but they are really nice. LA Splash is a brand that you can get at Ulta.
If you're just doing glitter lips and it's not something that's going to end up in your eye, you could probably use craft glitter. It's be more comfortable if you found something with smaller pieces.

NYX glitters are great, inexpensive glitters. Lit is absolutely awesome. They have every color you could ever want. OCC is really great, finely milled glitter. Their Mirrorball glitter is one of my all time faves. Also, Medusa's Makeup has 48 glitter colors at $7 a pop!

Some "craft" glitters are perfectly safe for makeup use, you just need to check what they're made of and that it's fine enough to be used for makeup (packaging will actually list it as safe for use in cosmetics, non-toxic, etc.)

Avoid craft glitters that have a hex-cut shape if you're going to go that route... the sharp edges can do major damage if you're not careful... I'd play it safe if it's your first time using them, and purchase a cheap cosmetic grade drugstore glitter instead. =D

NYX are really great to use, they are cheaper than other brands, and they work pretty descent, though what the other beauties said is true, avoind aany craft glitter, you can cut your cornea or something using them, so play safe and go for cosmetic glitters.
I know coastalscents has some glitters, I got a sample and is pretty too.
if you go to coastascents just search glitter cuz is hard to find if you look over the store I think lol.

Their are tons of glitters you could buy to put on your lips but just a heads up, it is really a pain to stick glitter all over your lips, especially when it comes time to reapply.
Urban decay has a couple lip pencils that are packed with glitter, they basically give the same effect but are a whole lot easier!

I wouldn't bother with the NYX glitter palettes. I got two awhile back and application was way more trouble than it was worth. With a little work it would be good for body art but it creases instantly on the eyes.

Make Up Forever has super fine glitters with a wide variety of colors.
But if you're looking to spend a little more money try Lit Cosmetics. They're a comapny who specializes in glitter and they have like a million shades. :)

They also have L.A Splash which is available at drug stores. I know they have loose glitter but I'm not sure if it's safe to use on the face but check the labels it should say.
