In cosmetology school, we learned that toner is also vital because it brings your skins ph levels back to a healthy level after all the harshness of everything we encounter and do to our skin.. so toners are pretty amazing :)

Yes, I've also read somewhere that it is something to restore your skin's natural pH level. It is also meant to "prepare" your skin so that it will be more absorbent for the moisturizer. If pH is not balanced, then your skin will try to compensate for this and will secrete more or less oil or sweat thus the acne, pimples, oily skin, dry skin, etc. I personally do not use this on a daily basis though but I think it depends. If you have a cleanser that is not harsh on the skin but still effective, then maybe it is ok to skip the toner. ;)
