I read that you brew one tea bag and allow it to steep for about 3 to 5 minutes. Once it is cooled, you can apply it to the face with a cotton ball.

While it's not a toner per-say (a toner ph balances the skin which isn't really necessary with today's cleansers which are already ph balanced) it does calm the skin and works as great anti oxidant protection against free radicals! Good tip, Linn!
