Camerareadycosmetics.com for pallettes and nyx, inglot, and sephora clearance for shadows and blushes. Wet n Wild for lippies and pencils. I suggest places like Nordstrom's Rack for discounted high end makeup.

DISCLAIMER: These are not all the best products. These are the ones I feel you can get by with in a professional situation at the cheapest possible price point. But some I still carry.
Qosmedix for disposables. Brushes you can't cheap out on. Better to have a few that are good, especially if you're using cheaper makeup. Real Techniques, Sephora, Ulta, Crown, Royal & Langnickel to start.
Skin care: Neutrogena, Olay, Cetaphil, Cerave, etc. Primer: NYX. Foundation: Cinema Secrets or Ben Nye. Just carry the cream and a bottle of 244 for thinning. Powders: Ben Nye. Bronzer: NYC. Lipliners/Eyeliners: NYX. Blush: NYX cream and Ben Nye or La Femme powder. Lips: NYX round lipsticks and mega lip glosses. Eyeshadows: Ben Nye, NYX, La Femme. Fallout though with these. Drugstore mascaras galore. The first thing you want to spend money on is brushes, then your foundation, concealers, primers, and skin care. Then cheeks, eyes and lips in that order, IMO.
