Try BHCosmetics.com I have their neutral palettes and I love it and it's reasonably priced. They have some other cool palettes as well.

I was shocked to actually like Skylark by Elle and Blair's palette. I think it goes online for 20 and it has a few neutral shades as well as two bright ones and a highlight shade. Really like for a basic palette.

You can find a neutral pallet like the 1 bh cosmetics has on eBay for $10 and it's the same quality pp.

I am from California and always wanted to buy the Urban Decay Naked Palette but just completely refused to spend $50 on it. I ordered an eyeshadow palette on eBay from Europe called Undressed by MUA and even with shipping was a 1/3 of the price and it is an exact dupe! You can do neutral eyes, smoky eyes and other every day looks with it!

Coastal Scents has some really good palettes. My favorite is their warm palette; it has many neutral shades and a variety of finishes.

I actually really like the Urban Decay Naked 2 palette. It has gorgeous neutral colours for day and night. A tad expensive but worth it.
