I'm in the market for a new highlighter. Something that is pretty noticeable as the ones I have tried before can't really be seen on me. I'm looking for something like the picture shown. The artist is Ania Milczarczyk but from what I've researched she tends to keep her products used under wraps.

Pictures can throw off a shade, but looks like Becca Shimmering Skin Perfector in either Pearl (white) or Moonstone (pale yellow). It looks like she may have used the liquid version or the liquid in combination with the powder.

I think this look could be achieved best with a liquid highlight tapped over the makeup as a final step. If I'm doing an intense highlight, I will prep with MAC Strobe Cream under a light coverage dewy foundation like MAC Face and Body. Then I will use my fingers to tap on a liquid illuminator (Becca Moonstone or Opal). I find that liquids give that "wet" look better than powders.

She likes to use Laura mercier illuminating tinted moisturizer on every look and has mentioned using laura Mercier candle glow highlighter palette. She's also used a limited edition Mac highlighter in the past as well as the old trick vaseline but of recent it's been laura mercier product's. :)
