Are these prom websites legit?

I found so many wonderful dresses on this website which it had all 5 star reviews on, and they can be personally altered both colorwise, and sizing which I thought must make it somewhat reasonable. http://www.jollyprom.com/
But then I came across this website and it is the same exact thing, like literally. http://www.promever.com/
Why would they need two websites? And using other people's photos. That must mean they are untrustworthy? The only reviews I found were good but I still have the "too good to be true" feeling.
Especially because if they are custom made it would be hard to return- almost impossible.

I agree with Delara. Promgirl is a legit site with lots of options at numerous price points if you wanted to order online. I loved my dress last year:)

Simplydresses has really nice dresses, I've ordered plent from there.
