I assume you've tried nail polish remover? Is it acetone or non?

If you soak cotton balls in remover and hold them on your nails, or tin foil trapping them to your fingers it can help dissolve old nail polish. The longer you leave it on the more it will dissolve it

Yeah, you should do what Alyx said. When I used to get gel polish or acrylic nails they would soak cotton balls or pads in acetone nail removed and then put tin foil over the finger so it would keep the cotton ball in place. I wouldn't leave it on too long since it is acetone and if it's on longer than it needs to be it'll dry out your nail. I'd say do it 10/15 minutes at first and then if you still need more time check every 5/8 minutes.

Try adding a coat of polish and immediately remove

Is it only nail polish, or is it acrylic? If just polish, the methods above should work. If it is acrylic and it isn't dissolving, there's a problem.
