I'm new to the highlight & contouring thing so I was wondering can you highlight & contour after using a powder foundation rather than a liquid foundation?

Sure, just make sure you're using powders for highlighting and contouring as creams won't apply or blend well over the powder foundation.

Alexis said it perfectly. Liquids over powders will most likely always produce a nasty texture.
