I don't have the eyeliner but I would suggest oil based eye makeup remover :)

What have you tried? I find cream cleansers and Micellar water really good for removing tricky makeup such as gel eyeliner and waterproof mascara

Try coconut oil, I get any makeup off with it very easily. For eyeliner in particular, I just put some on my index finger, close the eye, gently rub the oil around where the eyeliner sits and then wipe it all off with a cotton pad with micellar water, to get rid of any oily residue.

Are you trying to remove this from your lids or your waterline?

Soak a cotton pad in an oil based makeup remover and place it over your eye, let it sit for about 30 secs to loosen the makeup.

Under bottom lashes. I can get some of it off, just not all of it.

Use a q-tip with an oil-based make up remover so that you can reach that area to remove it.

Use the neutrogena eye makeup remover. That's what I use to take it off.
