What is your price range, and how extensive do you want your routine to be? It would also help to know what you're currently using on your face in terms of skincare.

This may sound odd, but where are you breaking out on your face? Different areas where they are happening are your body's way of telling you that something could be off. Like, I get hormonal breakouts around my mouth by my chin around that time of the month. But when my face gets broken out else where, I always just stick to my clarisonic( which are AWESOME, and so worth the investment) and purity by philosophy face wash. I then tone. Then I use my Mint Julep clay mask as a spot treatment, and sleep with it on and wash it off in the morning and tone with my Witchhazel and massage in coconut oil all over. Coconut oil is amazing. I know everyone says that but it really is. It's hard to get used to the fact of putting oil on your skin, but it really does help. Hope this wasn't too long of a reply.

I'm breaking out on my cheeks, and I'm on birth control so do you think that could be the cause?

I usually hear about hormonal acne being around the mouth/chin area, but everybody's different.
I've seen a few posts from you regarding acne/acne treatment products. What does your current face routine look like, morning and night?

Definitely eliminate products with alcohol from your routine. They may kill bacteria on the surface of the skin but they're severely drying and damaging. They'll cause more oil production which actually increases the bacteria's ability to proliferate inside the pore and cause more acne later on.
