Buy retin A. Eye cream is overrated. Unless you just want moisture in which case any good formulated moisturizer for the face will do.

Try Aveeno eye cream, or yes to soothing, or the roc multi correction 5 in 1 cream if you have dark circles.

Invest in a good moisturizer for the face and use it on your eye area. Products generally don't need a specific formulation (except to avoid more extreme actives) to be used on the eye area. You'll get 3x the bang for your buck. CeraVe makes a good PM moisturizer that should be fine for most people.
