CeraVe AM , Nuetrogena Ultrasheer should fall within your budget.
If your face is dry after washing, consider a hydrating cleanser or oil cleanser. Both those sunscreens offee broad spectrum coverage. Target should have both.

Hmm...did you use the CeraVe in the pump or the tube? They are two different formulas.
There are a lot of very moisturizing sunscreens, but I can't recommend them because either they aren't good protection (as promised with broad spectrum) or aren't within the price point of $15. I try to get the best protective formulas that are beneficial for skin, and those often come with a bigger price tag.
The Nuetrogena is the only other drugstore formula that I have used and feel performs as promised. Oh! I know the Alba Botanicals Very Emollient Sunscreen, Mineral Protection, Fragrance Free SPF30 and the Alba Very Emollient For Kids are both awesome. I got mine at Whole Foods, but Target should also have it. They are around $10.
(The kids formula is not just for kids, it's simply targeted from a commercial angle toward them. ) I recommend the "Kids Formula" as a back up if they are sold out of the other Alba formula.
Those are nice, quality ingredient, protective, moisturizing formulas. You can also purchase them online. The Alba may be too moisture rich for you if you run oily, however.
It may be that you need to use a wash that offers more hydration, a hydrating toner and a moisturizer that you like prior to applying your SPF. That would certainly make a huge difference.

The Alba is more moisturizing of them all. I think you'll like it, but you may need to powder your T-bone or use a blotting paper later in the day. Good luck!
