I always wash my face in the morning with a cleanser and apply mosturizer. In the evening I usually workout before going out again as I usually come home late. Is it too drying if I rinse my face with with water after working out. Then washing my face with cleanser and mosturizer after coming home (from going out)? I have combination to oily skin and I'm acne prone.

It depends on the cleanser you are using. Sometimes I wash my face three times a day depending on what I do. I use cetaphil and my skin is never dry.

No that's ok. You're better off rinsing the sweat off your face.
