I'm not sure about the steam, and without a picture its hard to tell but if you still have time to get it tailored they could probably add more tulle to build it up and make it look fluffier :)

Wear a petticoat underneath that's the color of your dress or add more tulle.

This is actually considered a fish-tail bottom, not a mermaid style. It is not meant to have 'poof,' however, they do make petticoats designed for mermaid gowns and I think a small one would work well for you. Any bridal store should carry them, Ask dad for steam, the best way would be if you have an iron that is able to do it. Make sure you go from the inside, but be careful! That looks very thin and can easily be melted I do not recommend it. Also, this skirt has no pre-existing seams that would allow or extra fabric layers to be put in. I used to work in a bridal store as a prom consultant. Hope I helped!

Oh I imagined it being more poofy when you said mermaid with tulle. I don't think a petticoat would work with that but I could be wrong. I think you'll need something added underneath

I think it looks gorgeous as it is now. But you could take it to a tailor (or if the place you bought it from does alterations) and have them add some more tulle. But with all the bling on the dress and the style, I would personally leave alone because it looks great now. Not sure if adding a petticoat would work just because you want it to be smooth underneath the dress... ☺️
