The tutorial I followed can be found here http://m.youtube.com/watch?v=p4RUAmy9EmE but here's a a quick summary on the technique for the water:
After you prep your nails as always paint them all white. Then do an ombre with brown and light blues using a makeup sponge. Finally for the water effect add two drops of white polish on water as in to water marble, and then with an old toothbrush or sth spray little alcohol drop on top of the water. Then dip your finger same as water marble and voila! Now, I must say this wasn't that easy for me so I did end up fixing a lot of nails and doing some completely with a thin brush and white polish.

Love it! I was actually planning on doing this same mani tomorrow lol have you tried spraying hairspray with the water marble? It worked really well for me last time!
