To brush doesn't have to be angled.. Lol.
Just make sure you are using a brush for eyeliner and nothing else.
A straight brush would be easiest if you want to be precise.

I take a really thin paintbrush and wet it then dip it in my black eyeshadow and apply very carefully as if it were a liquid liner.

I find angled brushes to be best for more precise lines and even application as opposed to a thin eyeliner brush. You could wet the brush with water prior or something like Fix+

I use an angled brush and just dip it into the black eyeshadow. I've never tried wetting it before
