depends on the wing. but for a basic wing I use small strokes with my liner (I use a liquid liner in the felt tip marker form.) and then extend it past the eye a little upward. then I go from the tip of that and bring it back in toward my eye making it thicker. if you are just starting, liquid eyeliner can be messy. so a marker type or a gel or cream liner with a brush will give you more control. hope this helps.

For really easy winged liner I suggest NYX the curve. It is a felt tipped eyeliner with a curved handle/bottle. This makes application a sinch!

Ill use liquid on a brush or felt liner. Liquid ill only do a small flick upwards at the end of my eye, with felt I draw small lines on the end of each eye and continue to fill in thicker and longer on each eye just little but by bit to make sure the wings are even. I find it easier than doing one eye then the other. Hope this helps =]

Caitlyn, everybody can use it but yeah it kinda depends on what look you're going for, i have noticed that it makes my eyes appear smaller... so do one eye and see what it does for you - might suit you!
