If you are just looking for moisture then your average eye cream from the drugstore will work. If you really have an issue with fine lines under the eye I would suggest looking for some type of line filler as a cream isn't really going to correct the appearance of fine lines.

I've been loving the Burt's Bee's Radiance Eye Cream with Royal Jelly :) It's been working great for me, as it smooths out the undereye area and fills in lines. You should definitely try it out ;)

I really like the vitamin e eye cream from the body shop. It isn't oily at all and I like the texture of it when it dries. It feels so smooth. I use it on my eyelids as well and it helps keep eye shadow from creasing as well

Any moisturizer with anti-oxidants that soaks in quickly will work. I'd avoid doing an eye serum or the like before makeup. Do that before bed so that it has time to do it's work. You can put on a couple of layers of quick-to soak in moisturizer around the eye area. I do this sometimes in the morning if I have time. It helps fill in the bags around my eyes a bit.

I am in love with Tarte Marajuca C Bright eye cream- it is so lightweight- takes away any puffiness and softens the undereye area while imparting a beautiful glow. It absorbs very quickly and does not interfere with makeup. I used to use MAC Fast Response bad that was nice for puffiness but the Tarte makes my undereye area so soft. It was 38 dollars but you need only a tiny bit.
