I don't have any tips expect practice. If you only do something every few weeks you won't get good at it, so try.to watch some videos on eye looks and then practice them over and over again until it looks right.

I think the best is to practice, for your eyeliner you can use tape or a card to make a perfect sharp line. Take a look at youtube they have tons of great tutorials (:

I find that applying my liner first helps not mess up the shadow ( I do a thin line then shadow then I line the eyeliner again )

As far as blending goes, your technique is very important but also varies depending on personal preferences. You need good brushes though. I recommend Morphe and Coastal Scents brushes if you are wanting something inexpensive. If you are okay with paying a bit more you could go for Mac, Wayne Goss, Billy B, or Bdellium!
Eyeliner takes a steady hand. practice drawing lines on paper both straight and curved. Try to make them as smooth as possible, this may help you to develop a steadier more precise hand. It is how I practiced.
