I've had this problem for a really long time that whenever I put on makeup it looks flakey and throughout the day it gets worse! I'll tell you my routine.
Morning.
Splash face with water
Yes to grapefruit - toning mist
Boots - expert sensitive hydrating serum
Lush - skin drink facial moisturizer
Make Up For Ever - step 1 correcting primer
Cover girl - invisible concealer
Make Up For Ever - ultra HD foundation
Urban decay - all nighter setting spray
Night.
3-4 times I use lush - ocean salt face and body scrub and if I'm not using that then I'm using lush - coal face bar soap
I do all the moisturizing steps above only with my moisturizer I use Josie Maran - light Argan oil
I'm not really sure why it turns out so dry. What do you think the problem could be?

Over washing your face will strip your skin of natural oils and make your skin really dry.
Maybe try a different cleanser?

What's your diet like? Also, are any of the products you are using infused with hyaluronic acid? It's key to penetrating skin to get that moisture you need, as well as making the best out of your other skincare goodies. When paired with glycerin, hylauronic acid is quite the powerhouse for us gals that run dry. I see you use Josie light, which I love, but I think you'd benefit from a mixture of oils rather than argan. Jojoba and Sweet Almond & Rosehip give glow, brighten and hydrate. Kitty has an oil she swears by and so I'd hit her up if you are looking for a great facial oil that's a single product.
I see your toning mist, while aloe, glycerin and water based, contains fragrance which can often irritate..even natural fragrance..and so I think that's worth noting.
The Lush is your exfoliation product? How often are you using that? Also..do you use sunscreen?
Your Lush coal soap absorbs sebum, by their own description, which means you are depleting your skin's own natural oil. I'd personally remove that from my routine.
As for UD...that setting spray will add to dryness. Between the high alcohol and fragrance, it isn't always dry skin friendly. Not all alcohol is the same, and UD contains denatured alcohol...which is insanely drying for skin like my own. If you aren't acne prone or mineral oil sensitive, I'd switch to Embryolisse Lait-creme Concentrate for priming. It saved my skin all winter. (Props to Ms. Jacqueline and Sandra)

You may need a chemical exfoliator to remove dead skin cells. that will give your skin a smoother texture. I like to use something with glycolic acid in it. The Peter Thomas Roth complexion correcting pads are amazing. I think Dennis gross has something similar. I used to have the same problem up until a few years ago when I discovered this. I hated wearing face makeup.

Oh...I just saw your exfoliation was 3 to 4 times a week. That's far too much for my own dry, sensitive skin.

Have you also considered trying out a different foundation? It may not be for your skin, that foundation can be tricky for drier skin types. I usually wear it on days where my skin is out in the heat, but for everyday use I actually love the MUFE face and body foundation. It's water based and even cooperates on days my skin is really dehydrated.

That's my Holy Grail foundation, Kitty. Such a lovely, fresh flake - free finish. I agree with Kitty's suggestion wholeheartedly.
