I don't think you can change or lighten the color of your lips. And be carefull with lemon on your skin, it can cause burns because lemon is an acid.
You can put concealer on your lips before applying lipsticks if its because your naturalle lipcolor is changing the color of your lipsticks :)

I've heard that there are lip conditioners that have lightening ingredients.
I'm not sure how effective they are.
You could be sure to use a lip balm with sunscreen.
I used to use this Asian lightening soap because my face and neck were darker then the rest of my body and it would get on my lips and I would leave it on my face for five minutes before rinsing and my lips do seem lighter.
My lips were more brown at the time. If yours are just more red or something than it won't do anything to lighten that.
I'd personally just keep them moisturizes and make sure there's sunscreen on them everyday
