BB creams and Tan girls

So I had purchased the Loreal BB cream in medium tone and I've been using it for months now and all I've see is my skin is softer and and a little of my discoloration being restored but nothing big.

So my question for everyone is that are BB creams just meant for light skin tone? Or do I need to try a high end brand?

I just want to use my BB with a skin finish powder. :(
