I think their lip sets are really cute, especially the packaging on the newest one. I'm actually thinking of picking this one up, since it has Kat Von D, Tarte, MUFE, Sugar, and Marc Jacobs in it. All those brands are good quality. There's a Sephora brand lipstick in there too that I'm not too crazy about, but I think the rest makes up for it.
If not, is there a certain brand she loves? I know they sell Too Faced and Benefit sets as well.

Also, how much are you okay with spending? You could pick out a lipstick shade she would like, a few complementary eye shadows maybe:) or what about some perfume?

Too Faced and Benefit has sets, indeed. I really loved the post about when you purchase a, $12 compaxt, they place a gift card inside. With Sephora, you are giving the gift of them making a day of it...getting samples, trying new products, picking out their own favorites. You might want to consider that.
