I'd really like to begin to wear eyeliner more often but I have very oily skin/lids so the liner smudges and comes off extremely easily. Any suggestions as to how to make it last better and any good eyeliners for oily lids?

I have hooded eyes and oily eyelids and inglot gel liner never comes off or smudges on me

You could try a primer and using the inglot, Kat Von d or the MAC Chromaline.
Another great option is going online and ordering an Asian eyeliner like the K-Palette 1day tattoo eyeliner or the Majolica Eyeliner.
The drugstore Asian eyeliners are notorious for being very long lasting since they're made for monolids (which can cause almost any liner to smudge) and for very humid weather.
I know Shu An from ClickNetwork on YouTube did a few tests on eyeliners with water, oil and actually in water and I believe the K palette was able to withstand it all

K-palette 1 day tattoo. Once you let it dry, its not comming of, I promise you. Tried and tested by clicknetwork on YouTube has tested it, and you can see how amazing it is.

I would definitely recommend a primer first! My favorite is the Too Faced Shadow Insurance. I've been using it for 7 years now and I couldn't be happier. For eyeliner my HOLY GRAIL is Kat Von D's Tattoo Liner in Tropper! The application is so easy and effortless! Super black and matte and stays all day! It also gives the perfect cat eye!
