Tightline with black on the upper waterline to fake the apperance of fuller lashes (which really draws attention) and use a white or nude eyeliner on the lower waterline. Also, if you really want your eyes to pop, try falsies!

Use white liner for the waterline and don't use black eyeliner for anything it makes it appear small.

PS - eyes are read from my desk fan pointed at my face - I didn't get any baby powder in my eyes.
