From what you said I'm guessing you could suffer from keratosis pilaris. Check it out on google to see if thats the case.
If you find out it is. well the bad news is, you can never "cure" it. but you can minimize the aspect of the "hair follicles" by a few simple steps.
-use a wash containing salycilic acid (2% or 5%), two or three times a week. salycilic acid helps exfoliate the pores from within but can be drying.
-use an excellent moisturiser afterwards. this step is ultra important since keratosis pilaris is a extreme case of dry skin. ceraVe cream is a great moisturiser. During winter I add a light oil (baby oil or olive oil) on top of the cream.
consistency is the key.
of course, you should make sure to drink enough water and eat healthy foods.
