Oh gosh ,you can't. Not by itself anywho. Try a sealant or longwear type.

Maybe try to fill in your lips with a lipliner first.

I own Revlon Colorstay Overtime. Works quite well. Though not the best as far as application. Lasts through a day of pigging out at a fair and such.

Make sure your lips are soft. if yours are dry then it won't stick as well.

Oh boy, I've tried endless things to make my lipstick last! Unfortunately nothing has lasted me enough. However, what's worked best for me is the old putting a tissue over your lips after your lipstick and then giving it a light coat of powder.

You could try a sealant.
Another options is
1.apply your lipstick
2. Blot. (This step may remove some color)
3. Add setting powder or an eyeshadow that matches the lipstick. (Going to sort of thicken or get rid of excess oil from lipstick)
4. Apply a second layer of lipstick.
(Applying it on top of the first layer to add back more color, with the powder it'll help and make the second layer more long wearing and help the color stay on your lips better)
5. Blot. (Gets rid of any excess emollients from the lipstick)

I use lipchic sealant on customers but even then I still tell them to expect to touch up.
