So I'm planning on cutting my hair short to make it look fuller and kinda get side swept bangs, but I'm not sure if bangs will make my hair look fuller or more limp... here is a pic:) if you have any recommendations on cuts that will make your hair look fuller and thicker then please comment so!

Side swept bangs by itself won't make it look fuller. but if you get a lot of layers it will look fuller.

If your hair is really thin, than layers will just make the bottom look even thinner.

Definitely a beautiful, classic cut. But as a hair stylist myself, I know that the finer your hair is, the finer it will appear with layers. When you go to your stylist say that you want the look of the cut, and a lot of texturizing but no layers. It'll create beautiful movement in your hair without taking away the new fullness you've had added to your hair because of the new short length. As for side swept bangs, it won't really make your hair appear fuller or thinner, it'll just be a nice addition for the shape of your face :)
