I use chopstick during the day and at night I rub some a&d ointment on them. it feels gross but softens them up a lot. try brushing the dead skin off with your toothbrush too, that helps.

I found EOS to not be enough, Burt's bees and blistex makes my lips swell and go red around the edge, but chapstick conditioning, in the blue tube is the best.

i use a medicated lip treatment - usually blisex until the cracks stop. Then moisturize with lush lip balm, eos, babylips. I love lush's sugar scrub but its easy to make your own at home

I use a lip scrub (DIY if money's tight or Fresh's lip scrub if I can splurge) and I love, love, love Tokyomilk's lip balms. You can get them at Sephora's online store. $7, really unique scents, and they make my lips feel amazing! I use them as an overnight treatment.
