A lip scrub for sure!
You can buy one at Lush which is a little pricey but amazing or you can make one at home using sugar (white for extra exfoliation or brown for sensitive lips) and honey. You can also add flavorings etc. but if check out some recipes on the Internet

Whatever you do - don't use EOS! Those hipster EOS products altered my lips' texture permanently to make them all funky, dry, burning, and bumpy. (I'm not the only person that suffers from these same EOS-related problems. There are actually quite a few forums out there full of people suffering from the same things I am!!)
That being said, use Abreva for cold sores, Carmex to soothe the chapped texture.

Lip sores & chapped lips could be that you are allergic to your current lip color/balm/lip treatment. Get some Vitamin E and get your lips back to normal.

I highly recommend Sugar lip treatments. They aren't cheap but I've found they are the only chap stick type product that truly treats & heals my lips. EOS and many others only help for a few hours. Sometimes before I use the Sugar lip treatment I use LUSH lip scrub and that helps to exfoliate gently but effectively.
