I rotate as well. I'm a big fan of macs pressed setting powder and make up forever loose setting powder. I just ordered elfs loose setting Powder for fun I'll let you know if I like it.

Powder to set my foundation, spray to seal my makeup and keep it in place all day! I use E.L.F. setting spray and my makeup doesn't budge! Even after twelve hours in classes and work (which includes several blasts to the face with steam from a dishwasher) my foundation is still perfect and eyeshadows haven't creased at all. And it's only $3!

Both, I always set my makeup with a powder then apply a setting spray. Especially if I'm going out somewhere. It's just extra insurance lol.
