Look on a color wheel, a detailed one. Find a hue of green that matches your eye color the best. go straight across, basically creating a diameter, and that color will make your eyes pop the best. If you aren't someone like me, who is into wearing 'out there' and dramatic makeup then just a simple eyeliner in that shade will be perfect. In your case, shades of red will make your eyes pop, but if not executed properly, it can make you look tired and make your eyes look bloodshot. I would opt for a hot pink if you aren't too sure on going straight for a red.
