My face and neck are darker than rest of my body. its really difficult for me to choose a right shade of foundation... what should I match my foundation to... rest of my body or my face and neck?...

I agree, the chest is your best bet. But if you're not exposing your body (arms, legs...), don't worry about matching. I have the opposite problem: my face is a lot lighter than my body.
