Depends on the formula. My Giorgio Armani Maestro foundation is best applied using clean fingers. And its even suggested on the packaging that hands are the best method.

Brushes will give you a more even look. You can also try wetting a sponge n using it if your foundation is creamy.

When I apply foundation with my fingers..I don't know why but it appears a little cakey...and should I dampen the sponge with water applying?...haven't tried a brush yet.

I think it varies from product to product and skin type. I know Laura Mercier, for example, encourages application with fingers as does some Givenchy products. For drier skin days clean fingers or a Beauty Blender work well as they don't stir up flakes. When I'm not dry, I like my UD Optical Blur Brush or Real Techniques Stippling Brush.
