Agree with Jacqlyn but also change razors often because dull blades can cause then as well. Or if you don't exfoliate first just try steaming to open the pore/follicle.

A tip for when you want to remove the ingrown hair is to cut the hair off and not pluck it out with tweezers or anything. if you pluck it it Will go wrong again.

Yes definitely exfoliate beforehand, to soften the hairs I use a hair conditioner as shaving cream. It softens the hair so it's not tugging at the hair follicles and causing a lot of friction.
