That looks like gel liner to me, as how to do it I just think of it as a gradient cat eye but outline it with purple

Wow so beautiful! I would definitely start off with a white base (NYX Jumbo Eye Pencil in Milk". This will make the colours stand out. Then I would start building the colours leaving black for last. Start with a silver eyeshadow and apply it over the entire lid but don't go too close to the inner corner of the eye. Then take a dark grey and apply it on the outer corner of the eye and blend towards the centre of the eyelid. Then they seem to create a cut crease using that pinkish purple colour. You can use an angle to brush to draw a line of this colour on the crease and then start blending the colour upward. It looks like the eyeliner is gel but you could use liquid, whichever you prefer. (Just don't use liquid on the waterline!) Line the lashline and then do a dramatic cat eye. Use black eyeshadow to make it appear as though the black is blended into the rest of the eyeshadow. Then use a gel eyeliner and line the waterline and create the double wing. Add some glitter if you want it to sparkle like in the picture. I hope that kind of helped!

Thanks shauna that actually helped soo much!! I'll attempt it in about two hours then I'll post a pic and then get critiqued that way it'll leave time for any fixes :)

Do you think it'd look just as nice without the double wing? Or should I go for that was well... I just feel the double wing is a bit more dramatic for a place filled with oil field workers and rig hands

Ray. I wouldn't start with the silver. Is start with the purple/pink colour. I'd draw a line in my crease then blend it outwards not downwards. I'd than apply my nyx jumbo pencil just a small amount and apply it on my lid. I'd than apply then silver onto the 2/3 part of my lid. Is then apply a blue and black eyeshadow with a hint of silver onto the 3rd part of my lid and blend it outwards. The product I have left on my brush I'd use to then the blue in with the silver but lightly as you still want to see the silver. I'd than apply the silver onto my 1/3 part of my lid. After applying I would line my eyeliner. Instead of making a think wing you would take your liquid liner up towards the crease, apply mascara and false lashes. I'd also use the blue eyeshadow along the bottom lower lash line. Smudge it out then use the black eyeliner on top of it. Draw a bottom wing and then done.
