I'm going to a goth evening wedding reception, what outfit could I wear to pair with black wedge heels and a plain black leather bag, I would prefer to wear a dress over a skirt and top.

I'd say yes on the white lace dress, just add some things to make it dramatic. A smokey eye would be lovely, and maybe pair the dress with some dark jewelry? And for hair, I think a side braided updo would look great, especially if you try weaving a shiny black ribbon into the braid to dress it up and ad an edge to it. Leave a few pieces to frame your face down as well.
