If I were you I would start out with a cheap but good quality palette. Coastal scents sells beautiful and well pigmented pallets with all kinds of colours so you can experiment and find out what works best for you. I wouldnt buy any expensive palettes as you are just starting out with eyeshadow, I think you should first figure out which colours work best for you.
and as for techniques and application, just search on youtube for (beginner) eyeshadow tutorials. there are loads of beauty gurus who will explain step by step how to apply eyeshadow. Good luck and have fun with it, practice makes perfect!
