I got ProActive in Dec and I just realized that the toner was the reason my skin was dry around my eyes and the lotion would burn sometimes. The cleanser is working really well on my skin (that's all I've been using) and I rarely break out now.

But is it worth buying the cleanser still if I can't use any other part of the treatment process?

Do any of you know of anything that works similarly to this cleanser?

My skin type is normal (at least I think it is, since I don't break out when I switch products)

I was in the same boat!! Loved the cleanser. In some cities they have Proactiv kiosks where you can buy each product individually, however I wasn't able to find a kiosk that just had the cleanser for sale. you could maybe try eBay, but I was unable to find the travel sizes on there. Right now I'm using Murad and it's an okay alternative.

Try Philosophy or Origins. But your best bet would probably be to try to match the active ingredients and their percentages. Like for example I believe the active ingredient in proactive is the benzoyl peroxide. So you should look for a cleanser that uses that and at whatever percentage it's at in proactive. Usually it will give a percent on the back. Philosophy's Clear Days Ahead cleanser uses salicylic acid but you could give it a try too. Origins also has an acne line which I haven't tried myself but I like their other stuff so I'm sure it would also be worth a try.
