This is going to sound crazy, but I have very pale skin and I use a home-made contour powder!
I mixed: 1 tablespoon of cinnamon powder, 1 teaspoon of nutmeg, 1 teaspoon of cocoa powder, and 2 teaspoons of cornstarch. If you wanna change the recipe to lighter or darker, then remember: cinnamon adds glow, cornstarch spreads it out and lightens it, cocoa adds shadow, and nutmeg adds a 'sun kissed' colour.
The recipe also calls for 15 drops of essential oil, but I didn't use any. It feels and looks a little bit like ashes, and be sure to blend it well!
Please be careful using cinnamon, as it can irritate skin. But I had no problems using this recipe :)

Cream products might be good! you can choose the shade and its a seamless blend when done right. They also sell sculpting powders In different shades. I use macs sculpting powder in the lightest one

I am very fair skinned too! And, I use Maybelline Fit Me Stick Foundation in a darker shade and I use Hard Candy Glamoflauge in Very Light. Also Nyx's Contour Powder is really good too. (:

I'm also pale and I use Tom fords shade and illuminate (cream, looks more natural, harder to work with) and Kevyn aucoin's sculpt powder (less natural looking but much easier to work with and more difficult to over-do)
