I think Burt's bees have rose water toner. It would be at any drugstore that Burt's bees are sold at.

I'm not sure about rose water for hair but Mario Badescu makes rose water spray for your face. It's a hydrating spray similar to MACs fix plus. It's sold at Ulta.

I'm pretty sure you can buy rose water at Arabic food stores. You'll probably have to decant it into a bottle with a spritzer though. Whole Foods also sells thayers rose water toner but I don't know how well that'd work for hair.

Hey! I have been using rose water on my skin for as long as I can remember. In asia we also use it in homemade pastries to give a rose aroma. Although there are many website and company that sell rose water but I would highly recommend going to an asian grocery, especially indian grocery store. They have the actual with no artificial things added. Additional, they are very inexpensive. I buy mine for 3 dollars, afterall it is just water taken from fresh roses.
