A new cut can DEFINITELY help. Lots of layers should help. But just in case, try low layers. I'm not an expert, but shorter layers (depending) can go a little crazy with poofy hair. Also, try thinning it out. On another note, I think you would look GORGEOUS with layers~

Hey darling :) my hair was just like yours! But now I have managed to fix it so here are products I highly recommend!!
Shampoo and conditioner: Aussie (they have loads of different ones for different hair types). Another great conditioner is from LUSH and it's called retreated (something like that). Make sure you give your hair a good condition leave it in for several minutes and wrap it up in a towel then wash out as normal :)
After the washing of your hair this is the product which I couldn't live it out it prevents puffy/frizzy hair: AUSSIE dual personality ANTI-FRIZZ & conditioning milk. Leave your hair up for about an hour in a towel so it's damp then couple of pumps of this in your hands work it into your hands then your hair (it says to dispense about half a pump but I use 2-4) so you will have to work out how many pumps you need.
NEVER EVER blow dry your hair! Let it dry naturally! Once it's dried straighten it (section it up and slowly go over your hair with the hair straighteners) if it's still a bit puffy apply some more Aussie anti frizz conditioning milk. If you want a shine to your hair TRESemmé salon sleek perfect finish glossing spray is great as it too is anti-frizz. You can apply this after you have applied the Aussie frizz control conditioning milk the first time. Hope I helped doll :)
