It really depends what you're going for! I think the dress would look awesome with tights and shoes for an edgy, cool look. If you wanted a more girly look I would say no tights and flats or heels.

If you add a cardi, then black tights would be adorable. Without..it will just draw the eyes downward. If you don't want to go bare, you can always wear very sheer black tights.
