That's probably there because there might be hair you might want to shave/wax/laser it or something but if you don't have those on hand (like wax or lasers) just shave

I kind of have the same thing I think. I can't really see from the pic that well but from what you describe it seems like the same thing. Does it go away when you're in the sun or humidity? Mine tends to reside in the summer and was gone when I lived in Florida and Louisiana. I had some meds for it but the side effects were horrible, and they gave me a cream that also didn't work. I'm going back to the derm soon to see what else he can do for me.

Yeah well I never noticed exactly when it goes away but it gets pretty bad then calms down a bit...it looks like some rash but it's just really dry skin, I've tried baby oil, lots of thick lotions and it kinda works but doesn't get rid of it.

I'm fairly certain what you have is an early onset of Acanthosis Nigricans. It would appear that way to me by not only the photo, but the fact that you get it around your breasts.
This occurs when your skin is reacting to something much greater going on within your body and so you should have a blood panel done. Although it can be hereditary, it is commonly found in people with insulin resistance, pre-diabetes, diabetes, hypothyroidism and ovarian cysts. Some women experience it from Endocrine changes during pregnancy and it goes away...but the condition is directly tied to one's Endocrine system.
I'm hoping I'm wrong, but I implore you to take it seriously and consult your physician. As far as treating the darkened flesh, if it is IS Acanthosis, you should be given a prescription duo of a hydrating cleanser and a salicylic lotion to apply afterward. If untreated, the skin will not only go from gray to black, but it will thicken..with lines and bumps that become pronounced. It can also spread to the front of your neck. If it is what you have, it is completely treatable..as is whatever is the underlying cause...so while I would be concerned, I would not get upset or worried.
Please..see your doctor as a precaution. If he rules it out..hurray! If not, you'll be cured. It's a win either way. You can Google Acanthosis for more information. No need for alarm. I'm not a doctor, but I do urge you to put your health first and seek out more information and a thorough exam. (It is commonly found around the neck, breasts...or other skin folds)
