Primer, base and than NYX Jumbo pencil ooor just color the lid with a white eye liner and than apply. But I'd suggest getting NYX white shadow base.

Hello kalyn!
Like many of these beautiful girls have mention, there are a couple things that can help with creating a more pigmented eyeshadow look.
There are some of my suggestions which I use when I am looking for that little bit more:

1. Definitely apply a eye primer, This helps with adhereing the pigment to your skin. I live by the MAC's paint pot in Painterly. This paint pot has never let me down, and makes my eyeshadow last all day. This is such a big thing for me as I have EXTREMELY oily lids haha!

2. Brushes. I found that if you aren't using the correct brush for applicaiton of eyeshadow the eyeshadow can become less pigmented. I use the short shader brush from MAC to pack on the eyeshadow and then blend around the edges with the 217 for that "finsihed look."

3. Mixing Medium: I use a homemade mixing medium for my eyeshadow. So basically what a micing medium does, is wet the eyeshadow, this will make the eyeshadow POP! if your interested in making your own mixing medium you can grab a bottle of rose water, and a glycerin bottle. For every one cap of Glycerin you will need 3 caps of Rose water, so basically the ratio is 1:3. Does that make sense? if however, you'd rather stick to an actual company made mixing medium, you could always use MAC's mixing medium to apply onto your short shader brush and then dip the eyeshadow brush into the eyeshadow to intensify the pigmentation.

4. Like some girls have mentioned, applying a white matte eyeshadow base on the eyelid prior to the eyeshadow applicaiton can definetly help with increasing the pigmentation of the eyeshadow. the NYX milk pencil does great wonders!

Use a white cream base! it will make them stand out like crazy! I use the white color from the maybelline color tattoo cream eyeshadows. it's a little shimmery, but it works great. I have seen a lot of youtube beauty gurus using NYX jumbo eyeshadow pencil in milk though... that one probably works better. ;) you can also just use any old white eyeliner. :)

Definitely what everyone said above about using a primer or my fave is using the NYX Milk Jumbo Pencil as well. Another great trick to do is use Mac Fix + or eye drops is a cheaper alternative and all you do is add it to your eyeshadow brush and dip it into your eyeshadow and it really makes that color pop and show up on your eyelids. Hope that helped :)
