Dye all of it red first. Then bleach the parts you want to be blonde.

I am already blonde so I'd rather not go all red than bleach again ya know.

There's kits for home highlighting and I'm pretty sure (not positive) they somehow have the hair you want different colors separated. Try googling it.

Take conditioner and wrap the pieces you want to keep blonde in foul or Saran Wrap and color the rest red make sure if you do when you rinse your hair rinse all the red out before in wrapping the blonde or you will have pink highlights. Hers might be exstensions and that's why they are so blonde
