I would personally take a look into NYX products; they seem to be up to par with some of the high end brow shaping favorites and they carry a range of products, both powders and pencils alike.

The MUFE brow pencil is my favorite, but it's probably around the same price (lasts forever though!). Rimmel also makes a great one!

I like my Rimmel brow pencil. I used it with Sally Girl brow powder when my hair was natural.

Now that I bleached my hair, I have been using a yellowy brown eyeshadow with the same pencil. :)

The brow pencil I like most is the Sephora brand one :) and I've tried a bunch of them!
